RULING ON DEFENDANTS' OBJECTIONS TO ELECTRONIC SURVEILLANCE EVIDENCE ON GROUNDS OF AUDIBILITY

Pursuant to orders of July 19, 1991, and July 26, 1991, and with the consent of the parties, Judge T. Emmet Clarie referred to me the question of whether fifty-three conversations that were the subject of court-authorized electronic surveillance and recording are substantially audible and thus trustworthy and admissible.
