Debro Siddiq Abdul-Akbar, an inmate at the Delaware Correctional Center ("DCC"), filed this action pursuant to 42 U.S.C. § 1983 (1988) challenging the constitutional adequacy of legal services provided to inmates in DCC's Maximum Security Unit ("MSU").
