Plaintiff Tobyhanna Conservation Association ("Tobyhanna") filed this action against the Country Place Waste Treatment Company ("Country Place") under the Federal Water Pollution Control Act Amendments (the "Clean Water Act").1 Country Place operates a waste treatment facility in Monroe County, Pennsylvania
