Plaintiffs (hereinafter referred to as Cosey) filed a class action to recover damages for personal injuries and property losses from the Metro East Sanitary District (Metro) after the Mississippi River flooded southern East St. Louis in October 1986. Metro filed a third-party complaint against the City of East St. Louis, the Village of Sauget, Pfizer Pigments, Inc., Ulmer Equipment Company, and the Rodney Hunt Company...
