Fabio Rodriguez Cortes, Robinson Rodriguez Cortes, Eduardo Ocampo-Hoyos, Maritza Candelaria Pantoja and Rafael Perez Martinez were arrested in November of 1989 during a federal Drug Enforcement Administration (DEA) investigation of a Colombian cocaine operation.
