Appellee, Andre Wright, an inmate at the Lorton Reformatory at Lorton, Virginia, was indicted in the United States District Court for the Eastern District of Virginia and charged with several offenses, all arising from his possession, with intent to distribute, of less than five grams of cocaine and "crack" cocaine.
