MEMORANDUM OPINION

MYRON H. THOMPSON, Chief Judge.

The Verbena United Methodist Church ("the Church"), its pastor, Delbert Freeman, and his daughter, Julia Freeman, have brought this action against the Chilton County Board of Education ("the Board" or "School Board"), challenging the Board's refusal to allow the Church to rent the Verbena High School auditorium to conduct a "baccalaureate service" for graduating seniors and their families.
