This action arises from the suicide of John Paul Bowen in a holding cell at the Manchester, New Hampshire, police department headquarters in 1986. Plaintiff Carleen Bowen, administratrix of John Bowen's estate, claims that the City of Manchester, Police Chief Thomas King, and two Manchester police officers violated the decedent's constitutional rights by failing to take appropriate steps to prevent his suicide.
