Defendants Hector Rosa, Efrain Salas, and Luis Vazquez were charged in a multicount indictment with conspiracy to distribute cocaine, heroin, and marijuana, and with the use of telephones to facilitate the drug distribution. Rosa pleaded not guilty and waived his right to a jury trial. The court found him guilty of violating 21 U.S.C. §§ 846 and 843(b) and sentenced him to 63 months in prison. Salas pleaded guilty to two counts of conspiring...
