Petitioner Richard Alan West was convicted by a jury of three counts of distributing cocaine in violation of 21 U.S.C. §§ 841(a)(1), 841(b)(1)(C), and 18 U.S.C. § 2, and was acquitted of a fourth count of conspiracy to distribute cocaine in violation of 21 U.S.C. § 846. He was sentenced to fifty-five months on each of the three counts, the sentences to be served concurrently...
