Appellant, Jeffrey Ridenhour, was arrested on December 23, 1988, and charged by police citation with driving while intoxicated. On September 13, 1989, he filed a motion to dismiss on the ground the arresting officer did not meet the required minimum standards, and, therefore, any action taken by him was invalid.
