Lori Shelton (now Newton) (petitioner), the custodial parent, filed a petition to remove her minor children, Ryan and Kyle, aged 13 and 11 at the time of the hearing, with the circuit court on May 9, 1990. The circuit court granted the petitioner's removal petition. Subsequently, Dale Shelton (respondent), filed a motion to stay enforcement of the judgment, which was denied, and respondent filed his appeal of the court...
