TACHA, Circuit Judge.

Defendant-appellant Leonard pleaded guilty to possession of phencyclidine with intent to distribute in violation of 21 U.S.C. § 841(a)(1). The court sentenced him to twenty-five years' imprisonment followed by twenty years' supervised release. Leonard appealed pro se, seeking to withdraw his guilty plea for various reasons. Because he failed to file a timely notice of appeal, we remanded for a determination whether prison officials or procedures...
