The Air Force Logistics Command ("AFLC" or "Command") petitions for review of a Federal Labor Relations Authority ("FLRA" or "Authority") negotiability order, and the FLRA cross-petitions for enforcement. The order in question held negotiable under the Federal Service Labor-Management Relations Statute ("FSLMRS" or "Statute"), 5 U.S.C. §§ 7101
