JONES, Justice.

Carl Dorton, former Fire Chief of the Big Spring Fire Department, applied to the Board of Trustees of the Big Spring Firemen's Relief and Retirement Fund (the Board) for disability benefits. After the Board denied him the benefits, Dorton appealed to the Firemen's Pension Commissioner (the Commissioner), who reversed the Board's decision and awarded benefits to Dorton. The Board appealed to the district court, which affirmed the Commissioner's decision...
