The Parish of Jefferson appeals the district court's adverse judgment under § 2 of the Voting Rights Act of 1965 ordering implementation of a redistricting plan for the Parish Council. We affirm.

The Parish of Jefferson is a political subdivision of the State of Louisiana. In 1957 voters in Jefferson Parish approved a Home Rule Charter authorizing a seven-member council to manage and operate the Parish government...
