Plaintiff-appellant Deborah Fogg brought suit against her employer, the National Railroad Passenger Corporation (Amtrak), cross-appellant here, under the Federal Employers' Liability Act (FELA), 45 U.S.C. §§ 51 et seq. (1988). That statute makes a common carrier by railroad engaged in interstate commerce "liable in damages to any person suffering injury while ... employed by such carrier in such commerce ... for such injury...
