Plaintiff-appellant, S.T.S. International, Ltd. (S.T.S.), filed a Carriage of Goods by Sea Act (COGSA) claim in federal district court alleging a shortage in the delivery of a cargo of crude oil. 46 U.S.C.App. §§ 1300-1315 (1991). S.T.S. claims a shortage of 3,446 barrels of oil out of a cargo of more than 800,000 barrels.
