Plaintiffs Waste Recovery Cooperative of Minnesota (WRC) and Poor Richard's, Inc., requested a temporary restraining order and a temporary injunction to prevent Hennepin County from enforcing a letter order attempting to halt WRC's efforts to conduct a private recycling program which involved the collection and recycling of used telephone directories.
