Duane Benton, Director of Revenue, appeals from default judgment entered on Gary Allen Plybon's petition seeking review of the Director's decision denying Mr. Plybon a driver's license. The default judgment entered by the trial court ordered the Director to issue a driver's license to Mr. Plybon. The trial court subsequently denied the Director's motion to set aside the default judgment. The issue presented is whether the trial court abused its discretion...
