Plaintiff, Edward E. Gillen Company (Gillen), appeals from the dismissal of count IX of plaintiffs amended complaint and an order granting judgment on the pleadings in favor of defendant, the City of Lake Forest (Lake Forest), as to all damages relating to the sinking of plaintiffs tugboat, the "Andrew J." We affirm. The following facts were set forth in the plaintiffs complaint.
