In February of 1987, Rochelle Joyce Ascher was indicted by a Loudoun County grand jury on eleven counts of securities fraud1 in violation of the Virginia Securities Act, Code § 13.1-501 et seq., occurring from 1984 through 1986. The grand jury later indicted Ascher for conspiracy to commit securities fraud in violation of Code §§ 18.2-22 and 13.1-520(A)...
