In this case, we decide whether a property owner introduced sufficient evidence to require a board of zoning appeals to grant him a variance.

Glasser Brothers Corporation (Glasser) owns an unimproved rectangular corner lot fronting 37½ feet on B Street and 100 feet on 19th Street in the City of Chesapeake.
