PER CURIAM.

Dolphin Outdoor Advertising (Dolphin) appeals a final order of the Department of Transportation (DOT) which revoked duly issued permits for an outdoor advertising sign located along Interstate 4 in Polk County. We reverse.

Dolphin applied for permits to erect a monopole sign which would support a twosided billboard. Dolphin intended to lease the property where it proposed to erect the sign. Dolphin indicated on its application that the nearest...
