Defendant, Thurman E. Shumaker, was employed for six years as a school counselor by the plaintiff, the Board of Education of Pope County Community Unit School District No. 1 (Board). He was suspended and dismissed on March 22, 1985, on charges of insubordination, negligence, failure to carry out assigned duties, lack of cooperation with teachers and staff, failure to cooperate and assist students and their parents...
