The State of Louisiana, through the Department of Social Services (Department) brought action to have two minor children declared abandoned by their parents. The Juvenile Court of Caddo Parish adjudicated one of the children abandoned by her father but not by her mother. The father of the child adjudicated as abandoned by him did not appeal.
