FAHRNBRUCH, Justice.

The Nebraska Department of Social Services (DSS) appeals a district court order affirming a juvenile court order finding DSS to be a "parent" and therefore liable for the cost of alcohol treatment for one of its wards.

As a matter of law, DSS is not a "parent" within the meaning of Neb.Rev.Stat. § 43-290 (Reissue 1988). We, therefore, reverse the order of the district court for Platte County, which affirmed the order of the Platte...
