The Court has before it defendant United States of America's Motion for Summary Judgment. On February 27, 1988, plaintiff Linette Marie Cassagnol-Figueroa fell over a low wall at El Morro, from the sixth level to the fifth level near the base of what is called the Austria Bastion ramp.
