Hartford Insurance Company (Hartford) appeals from a decision of the Appellate Division of the Workers' Compensation Commission vacating the decree of a single commissioner granting Hartford's petition for apportionment against St. Paul Fire and Marine Insurance Company (St. Paul). The Appellate Division held that the commissioner erred in granting Hartford's petition for apportionment because she had earlier approved lump sum settlements of the employee...
