Petitioner Woods appeals from the district court's dismissal of his serial federal habeas corpus petition on the ground that it was an abuse of the writ. See Rule 9(b) of the Rules Governing § 2254 cases. Guided by the Supreme Court's recent decision in McCleskey v. Zant, ___ U.S. ___, 111 S.Ct. 1454, 113 L.Ed.2d 517 (1991), we affirm.
