Appellant's motion for rehearing is denied. The opinion of April 17, 1991, is withdrawn and this opinion substituted.

In a trial before the court, a judgment was granted for delinquent taxes on personal property, plus penalties and interest, for the tax years 1984 through 1988. The taxpayer-appellant, D & M Vacuum Service, Inc., appeals only that part of the judgment for the tax years...
