The principal legal issue in this lawsuit — the extent to which the government may curtail the speech of a recipient of a government grant — is related to that which was recently resolved by the Supreme Court in Rust v. Sullivan, ___ U.S. ___, 111 S.Ct. 1759, 114 L.Ed.2d 233 (1991), a case involving abortion counseling in family planning clinics. This Court has carefully considered that decision...
