WOODARD, Justice.

This is an appeal from a judgment denying a permanent injunction. We affirm.

Appellants allege that the sheriff of El Paso County refused to enter into collective bargaining as mandated by Tex.Rev.Civ. Stat.Ann. art. 5154c-l (Vernon 1987).
