This lawsuit arose out of a one-car accident which occurred on an unopened portion of Interstate 49 while it was under construction. The plaintiff, Don A. Shafer, sued the State of Louisiana, Through the Department of Transportation and Development (State), and two construction companies working on the project. The two construction companies, Keiwit Eastern and LUHR Brothers, Inc., were later dismissed...
