On March 22, 1989, a felony information was filed in the Circuit Court of Pulaski County charging Anthony Monts with three felony offenses. He has been incarcerated on this, and other charges, since that time. On September 12, 1990, Monts filed a pro se motion to dismiss the charges for failure to afford a speedy trial.
