I. INTRODUCTION

Harold Borrego seeks to have the revocation of his driver's license reversed. Borrego's license was revoked for one year upon an administrative determination that he had been driving while intoxicated (DWI). At about the same time, however, a jury acquitted him on a parallel criminal DWI charge. Following administrative and judicial review, the administrative revocation was affirmed.
