Peter Diedrich was employed as a utilities engineer with Ketchikan Public Utilities ("City"). On September 22, 1986, Diedrich was asked to resign and refused to do so. On September 26, 1986, the City terminated Diedrich. Diedrich then appealed his termination to the City Personnel Board ("Board").
