On July 10, 1991, defendant Governor Weld signed into law the 1992 fiscal year budget. See 1991 Mass.Acts ch. 138. The next day, plaintiff Correction Officers Local 419 brought this action seeking to enjoin Weld and defendant Sheriff Rufo from implementing certain provisions of the budget.
