The Public Service Commission (PSC) appeals a final judgment in garnishment awarding Pruitt, Humphress, Powers & Munroe Advertising Agency, Inc., the plaintiff and judgment creditor, the sum of $6,224.40 from the garnishee, Apalachicola State Bank. The sum was held by the bank in the name of the defendant and judgment debtor, St. George Island Utility Company, in a water tap escrow account.
