On the night of June 15-16, 1988, Detective Chuck Russo was conducting an undercover narcotics investigation in Empire, Louisiana. He went to Miljak's Bar and Restaurant where he had arranged to meet defendant to buy drugs. At approximately 1:00 a.m., defendant sat next to Detective Russo at the bar.
