This is a Title VII action instituted in 1986 by plaintiff, United States of America ("Government"), against defendant, City of Warren ("Warren" or "City"). Presently before the Court is the Government's motion for preliminary injunction which seeks to enjoin Warren from using a firefighter "eligibility list" ("1989 eligibility list") created as a result of a recruitment effort for fire personnel undertaken by Warren in September...
