The plaintiff, William Kohn, brought this three-count action under 42 U.S.C. § 1983, challenging the validity of certain sections of the Illinois Vehicles Code, and certain related sections of the Municipal Code of Chicago which authorize law enforcement agencies to seize and dispose of motor vehicles.
