The appeals stem from the Bankruptcy Court's dismissal of the Mannings' Chapter 7 bankruptcy petition under 11 U.S.C. § 707(b) and the Bankruptcy Court's denial of Dominion Bank's motion to dismiss under 11 U.S.C. § 707(a).
