M. Riemer Calhoun's attempts to construct a low- to moderate-income housing project were frustrated by a series of construction moratoria issued by St. Bernard Parish. He sued the Parish, the Parish's Police Jurors, and the Director of the Parish's Department of Safety and Permits. The suit attacked the ordered delays.
