Issues raised in this consolidated appeal include the enforceability of an unsigned post-decree property settlement agreement and the existence of jurisdiction to modify a divorce decree in view of this Court's decision in Segal v. Beard, 181 W.Va. 92, 380 S.E.2d 444 (1989), wherein we ruled that family law masters and circuit judges are without jurisdiction to hear modification
