On March 14, 1989, Appellee, State of Oklahoma (the State), filed a Petition alleging that K.S. and B.S. (Children) were deprived children because of abuse by their father, Richard L. Siemens (Appellant). Children were adjudicated deprived and made wards of the court on June 27, 1989....
