Following a bench trial in the Circuit Court of the City of Richmond, Charles T. Wendel, Jr., was found guilty of driving while intoxicated in violation of Code § 18.2-266. When arrested, Wendel was informed of Virginia's implied consent law. He elected to have a sample of his blood taken for analysis.
