This case comes before this Court after a long and muddled history in this state's justice system. On July 12, 1983, Reginald Griffin, appellant, and his codefendant Doyle Franks1 brutally murdered James Bausley while all four men were inmates at the Moberly Training Center for Men. The investigation into this murder was completed by September 13, 1983; but no complaint was filed until January 28, 1987. The trial commenced...
