MEMORANDUM AND ORDER

JOHNSON, District Judge:

Hearst F. Mills, Jr., a pro se litigant, brings this action alleging that the Department of Transportation, Federal Aviation Administration ("DOT") discriminated against him because of his physical handicap. He brings suit pursuant to the Rehabilitation Act of 1973, 29 U.S.C. Section 701 et seq which has been incorporated into Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e
