This case is before us on appeal by Patricia Pockl, the plaintiff below, from an order of the Circuit Court of Ohio County entered on May 7, 1990. That order upheld the decision of the hearing examiner of the West Virginia Education and State Employees Grievance Board and denied the plaintiff's request for a writ of mandamus compelling her appointment as assistant principal of Wheeling Junior High School.
